J. W. Welch was general chairman of the Assemblies of God 1915-1920; 1923-1925. He resumed the chairmanship following the death of E. N. Bell in 1923.
Item consists of photocopy of p. 2 of a letter from the 'chairman.' Unfortunately, p. 1 is not present. This page was apparently reused (the clean back side was used for new correspondence) to the Ewing (MO) Assembly of God, dated Dec. 6, 1923. The date of this letter does not show, but is presumably sometime before Dec. 6. The chairman in 1923 was E. N. Bell until his death June 15. J. W. Welch assumed the chairmanship following Bell's death. It is not clear whether this letter is from Bell or Welch. However, it seems likely that it would have been a communication from Welch as he was trying to organize the affairs of the national office following Bell's death.
The substance of the letter is a suggestion that Assemblies of God ministers keep half of their personal tithes to use for local ministry needs and submit the other half to the national office to provide for the financial needs of the General Council. Apparently, such arrangements had not yet been mandated. It was also suggested that AG churches take an offering once or twice a year for the benefit of the national office.
