Canadian evangelical pastor Oswald J. Smith recounted his three missionary trips to Russia in 1924, 1929, and 1936. Smith wrote extensively about William Fetler, a graduate of Spurgeon's College, who was deeply impacted by the Welsh Revival and who also identified with the Pentecostal movement. Fetler was both Baptist and Pentecostal and established churches in St. Petersburg, Russia, and Riga, Latvia.
