The school was founded by AG minister George Neau in 1992 in Baton Rouge, LA. It became known as the School of Urban Missions, with a campus in New Orleans. Another location was started in Oakland, CA. This became the main campus, which was later moved to El Dorado Hills (Sacramento), CA. The name was changed in 2011 to SUM Bible College and Theological Seminary.
Establishment and development of the Oakland campus represented a significant cooperation between the Assemblies of God and the Church of God in Christ.
